Crisis pathway drill
The crisis pathway is drilled, not assumed. The drill has two halves and both must pass before a tenant goes live: an automated six-scenario drill that drives the real fan-out module — passing 6/6 on 9 August 2026, and negative-tested by deliberately breaking it — and a nine-step manual staging walk with real inboxes. The manual half has not been run yet; it is a go-live gate, so no tenant reaches students before it does.

Not certified: no external audit has occurred, the clause 9.2 internal audit is openly unmet, and the certification trigger (a named tender, funding, or first hire) was formally decided at the first management review.
