External heartbeat on the security sweep

Documented — not yet operating

An independently hosted heartbeat watches the daily sweep on a 26-hour deadline, so that a silent stop is noticed — the watcher lives outside the system it watches. The ping is wired and firing, but the alert path has not yet been failure-tested to a human inbox, and an alerting path that has never fired is not a demonstrated control.
