External heartbeat on the security sweep
An independently hosted heartbeat watches the daily sweep on a 26-hour deadline, so that a silent stop is noticed: the watcher lives outside the system it watches. Both alert paths are demonstrated rather than assumed. The failure path fired on two real incidents, and the silence path was tested deliberately by letting the deadline lapse, with the notification reaching a real inbox.
